Does a cluster of units put together by an RTO need to be state accredited?

If the cluster consists of units from within or between nationally endorsed Training Packages there is no need for it to be state accredited. However, the RTO will need to have each of the units within its Scope of Registration.

Will RTOs need to apply for an extension of scope to deliver and assess skill sets which have been identified in the Training Packages?

If the units are already on the scope of the RTO there will be no need to apply for an extension of scope. If they are not, then the same processes would need to be followed as if the RTO were wishing to add individual units to its scope.
